City regulation revisions could provide funding for sidewalk installation, repairs

Revisions to the city of Cullman’s sidewalk regulations approved Monday, July 22, could increase the scope of repairs and installations throughout the city.

City attorney Luke Satterfield explained the revisions prior to the meeting during a Monday work session. He said the city’s existing zoning ordinance requires developers to install a sidewalk during new construction regardless of their location in the city limits.

Satterfield said there have been instances where the sidewalk would need to be installed on private property, owned by someone other that the developer, which would make construction unfeasible. Or in the case of the newest Cabin Fever location on U.S. 278 East, a sidewalk was a bit unnecessary due to the lack of any surrounding developments.

The revised ordinance would give developers an opportunity to have the location reevaluated by either the building department or city engineer Erica York. If it was determined a sidewalk was either impossible or unnecessary, developers could instead pay between 85 and 90 percent of its estimated construction cost into a newly created sidewalk fund for the city to use in any location it desired.

“They would pay into a fund earmarked only for sidewalks and then we could say that we wanted to redo the sidewalks over on the south end of town and we would have money sitting there we could use,” Satterfield said.

In other business the council:

— Entered into a contract with Three Point Construction to perform jack and bore services for a water line replacement under U.S. 278 in an amount not to exceed $92,100.

— Approved the annexation of property owned by Pioneer Land Acquisitions on County Road 770 as R-4 residential.
