• Failures to appear-obstructing government operations, public intoxication — Mandy Michelle McCay, 36, arrested at the Joppa 4-way.

• Failures to appear-drivers license not in possession, driving while license suspended, liability insurance required, seatbelt required — Martin Medellin Jr., 24, arrested at the Nesmith Exxon.
