Hanceville sets budget for FY 2020

HANCEVILLE — Hanceville’s municipal budget for the coming year won’t see many dramatic swings in spending compared with the one it passed a year ago, in part because the city’s increase in projected tax revenues for 2020 is offset by a loss of one-time grant funds that propped up the outgoing budget.
Even so, the city will see the slightest of decreases in its bottom line for fiscal year 2020, with the city council approving a $4.12 million budget at its regular meeting Thursday — down from the $4.18 million budget it signed off on a year ago.
The past two years have seen improved sales tax revenues than in immediately preceding years for the city, a trend that continues with sales and use taxes expected to contribute a projected $1.65 million to Hanceville’s 2020 revenues. Other significant revenue streams in the budget come from fire dues and other fire department revenues ($314,208).
The city’s General Fund for the coming year is expected to operate off $2.99 million in revenue, including revenues raised from the fire, police, and parks & recreation departments, as well as $174,000 in alcohol taxes. Police department expenditures represent the largest departmental draw on the city’s 2020 expenses, with $785,569 of the department’s $1.236 million spending budget devoted to payroll, and another $85,750 to capital outlay for cars, equipment, and a range building.
More than half of the General Fund’s $664,346 in projected spending will go to insurance and payroll. The city also anticipates spending $479,215 out of the General Fund to support its municipal court and jail operations, though much of that cost is offset elsewhere in the budget by funds that the court recovers. Public Works will spend a projected $782,544 this fiscal year, including $100,000 for paving, $24,500 for sidewalk improvement (including a $12,000 sidewalk and drainage project funded by a CCCDC grant), and $328,009 for payroll.
