City employees to get 3 percent raise

Cullman municipal employees will get a 3 percent raise plus $600 each with the city council’s approval of a 2018 budget Friday.
City retirees will also get a lump sum payment with a $32.6 million general fund budget that includes a $1.5 million budget for capital expenses including four — yes, four — new department facilities (fire, street, water/sewer and sanitation).
Current employees will receive the one-time pay supplement in November, and the city will also cover higher health insurance costs, said Council Pro Tem Jenny Folsom. Council President Garlan Gudger thanked department heads for their hard work to put together the budget for the council to approve.
Here’s a rundown of some the capital projects and equipment budgeted in 2018:
- A new UV treatment system at the wastewater treatment plant.
- Improvements to the building department, Cullman Economic Development Agency and dispatch.
- Greenway project.
- Information technology village project.
- Retail incentives projects.
- Olive Street and U.S. 31 intersection improvements.
- Brunner Neighborhood improvements
- Downtown streetscape and facade program.
- Sequence Health project.
- Bridge replacements on Eva Road and Larkwood Drive.
- Traffic camera program at 10 intersections.
- Eight new vehicle for police fleet along with other equipment (tasers, firearms, etc…)
- Computer replacement/upgrade program.
- Information technology server upgrades.
- Two crew trucks for street department and other miscellaneous items.
- Five new fire truck monitors.
- Large work truck for fire department.
- New garbage truck.
- Museum equipment.
- Large truck and lowboy trailer for water department.
In other business Friday, the Cullman City Council:
Approved the Sept. 11 meeting minutes.
Approved request from Cherrelle Fancher of the Cullman Home School Association for a special events permit to hold the annual Trunk or Treat in a portion of the lower level in the parking deck on Wed., Oct. 25, from 1-5 p.m.
Approved request from Cameron Berryhill of Seventh Street Baptist Church for a special events permit to hold the annual Trunk or Treat at the church on Wed., Oct. 11, from 4-8 p.m.
Awarded the annual pipe bid for the City of Cullman to the only responsible bidder Bear Concrete and Products and authorized Mayor Woody Jacobs to negotiate cost.
Authorized and approved the transaction, amended charter, amended Bylaws, and related agreements between the Cullman Area Mental Health Authority, Inc. and the Huntsville Madison County Mental Health Board, Inc.
Authorized change order No. 1 for Wiregrass Construction Company, Inc. on Larkwood Drive Reconstruction to increase contract by $57,580.32 due to additional excavation and aggregate due for the base of the street. It brings the total project cost to $465,392.35.
Suspended rules and approved ordinance authorizing second supplemental water supply agreement between the Utilities Board and the city with a first reading. The city can now move forward with its plan to obtain funds through the State Revolving Fund for work at Duck River Dam project.
Amended the position control policy as recommended by the personnel board.
Adopted new employee pay matrix and job classifications for the city as recommended by the personnel board.
Approved Jenny Folsom’s reappointment of Dean Green to library board. Earlier in the meeting, Gudger noted Mayor Woody Jacobs appointed Edgar Veigl to the Cullman Housing Authority Board.
Renewed the city’s contract to provide AirEvac services to full-time city employees and their families.
Approved writing off fiscal 2016-2017 bad debts based on the city treasurer’s recommendation.
