Just over half the general mangers in the NBA are picking the Cleveland Cavaliers to win the 2015-16 NBA title according to the annual NBA.com GM survey.

The survey, released Tuesday, showed 53.6 percent of the league’s general managers choosing LeBron James and the Cavs to win this year’s championship.

The Oklahoma City Thunder were picked fourth with only 3.6 percent of the vote. The San Antonio Spurs were second at 25 percent.

Only 17.9 percent of GMs picked the Golden State Warriors to repeat as champions, the third lowest percentage for a defending champion in the 13-year history of the NBA.com GM Survey.

The general managers responded to 49 different questions about the best teams, players, coaches, fans, and offseason moves. According to NBA.com, general managers were not permitted to vote for their own team or personnel. Percentages are based on the pool of respondents to that particular question, rather than all 30 GMs.

The majority of GMs also picked LeBron James as the slight favorite to win another MVP this season. The four-time MVP garnered 39 percent of the vote. That was enough to hold off New Orleans forward Anthony Davis, who tallied 25 percent. Oklahoma City’s Kevin Durant tied Houston guard James Harden for third at 10.7.

Russell Westbrook and Steph Curry tied for fifth.

However, the numbers changed when it came to the question of who to pick first to start a franchise. This time it was Davis as the overwhelming favorite with 86 percent. Durant tied with James for second.

When the same question was asked last year, James won with 50 percent of the votes, which now pails in comparison to Davis’ numbers.

When it comes to who is the best point guard in the league, Westbrook was third with 17.2 percent. Curry was first with 55 percent.

Durant was second in voting for best small forward behind LeBron, who had 89 percent. Durant also received votes for best shooting guard.

The Clippers Blake Griffin was second in the best power forward category behind Davis.

The Thunder took first in the team expected to make the biggest improvement from last year. With a healthy Durant and Westbrook on the roster, GMs gave Oklahoma City 25 percent.

With the return of Paul George, the Indiana Pacers were fifth with 7.1 percent.

Westbrook was also voted the best athlete, the second fastest and tied for third toughest player in the NBA.

First year Oklahoma City Coach Billy Donovan got votes for coach who will make the biggest impact this season. He took second behind Alvin Gentry in New Orleans.

The fans bases were also included in the survey. General Managers were asked which team has the best home court advantage and Oklahoma City (17 percent) took second behind the Golden State Warriors (65 percent). The Thunder took first last season with 43 percent.

The question that always garners the biggest amount of debate each year around the NBA is which player would you want taking a shot with the game on the line? Last year Durant got more than 76 percent of the vote.

But after an injury plagued 2014-15 season, general mangers handed the title over to Curry. The Golden State Warriors point guard garnered 51 percent of the votes. Durant fell to second with 31 percent.
