City schools enrollment forecast show growth; necessity of CHS renovation

As if there were any doubt, Cullman City Schools is growing.

It seems the large-scale renovation project planned at Cullman High School couldn’t have come at a better time, as officials received confirmation this week that the system will definitely need the capacity within the next decade.

Demographer Dr. Jerome McKibben has released some preliminary data from his study on the system, which shows enrollment is expected to trend up in the next 10 years by approximately 100 total students — which would be more than enough to force an overflow at the current high school facility.

The high school expansion currently in the works will increase capacity to about 1,300 students, and will incorporate some larger classrooms and a more streamlined design.

McKibben’s forecast models shows the high school will likely increase to approximately 1,080 students, and after factoring in usability principals, should be just under the new campus’ capacity by 2021.

“An architect may say something is designed for 1,200 or 1,300 students, but you have to have a little leeway there,” McKibben said. “We’ve found it’s typically around 90 percent of the operational, designed capacity. I definitely wouldn’t think 1,200-1,300 is too much to plan for.”

Superintendent Dr. Jan Harris said the numbers show the school board has made the right call in the planning stages for the new high school, which is expected to break ground early next year.

“We’re in good shape with our plans, and our plan is in concert with the demographers projected enrollment,” she said.

The data model factors in population projections and keeps the drop-out rate and out-of-district rate level with the current stats.

Harris said she expects those two variables to stay relatively level for the next 10 years (the system has one of the lowest drop out rates in the state already), but notes some things could change in regards to the amount of out-of-district students accepted into the system.

Approximately 30 percent of city school enrollment is out-of-district, though demand has continued to climb for admission into the high-performing system.

“We still have that challenge, of how do we meet the needs of the community,” Harris said. “Schools should serve the citizens of the community, so we have to be receptive to what the citizens want and make plans accordingly. We need to be receptive to what the community expects from us.”
